This Award deals with the extent to which an amendment of a formal proposal is permissible, drawing a distinction between amendments to remedy arithmetical/input errors and amendments arising from a change in methodology. It also highlights the requirement for a formal proposal to be “expressed to be made for the purposes of [section 11]”, and considers what this requires.
